In a month, on October 14, 2009, Ukraine will switch to new telephone code standards as part of the next - second - stage of the transition to a new telephone numbering system in accordance with the Plan approved by order of the Ministry of Transport and Communications N1200 dated September 29, 2008.
In particular, on October 14, 2009 at 00:00 hours, telecommunications operators will transfer national area codes from the “0XX” format to the “XX” format. The national (intercity) prefix "8" will be changed to "0", the international prefix "8-10" will be replaced by "0-0", and the code for the Kyiv region will be changed to "45" (see Table 1).
According to the State Communications Administration (Gosvyaz), the changes will affect only prefixes for access to long-distance and international telephone networks, national destination area codes, as well as codes for mobile operator networks. Moreover, the transition of all operators – both fixed and mobile communications– will take place simultaneously.
Instead of "eight", which is used to access long-distance networks and networks of mobile operators, "zero" will be entered. The format for accessing mobile communications will change, for example, “Astelit” (TM life:)) you will need to dial “0-93” (instead of “8-093”). Corresponding changes will also affect the format of access to long-distance networks: from October 14, for example, you will need to call Donetsk using the code “0-62” (the current one is “8-062”).
Access to international communications, as throughout the world, will be carried out through "0-0"(today - "8-10"). The simultaneous validity period of the old and new formats of national destination area codes and national identification codes of operators in inter-operator interaction will be valid for one day, i.e. until October 15, 2009.
For subscribers of fixed telephone networks of OJSC Ukrtelecom, support for old code formats will be discontinued on October 15, 2009. This is due to the presence of a significant proportion of analogue telephone exchanges on fixed-line networks. After this, when dialing a number through “8”, an answering machine will be triggered, which will inform the subscriber about the change in the dialing rules (see Automatic Reply Scripts).
In mobile networks that are built exclusively on digital equipment, operators can ensure the simultaneous use of old and new code formats until the end of November. In the future, the answering machine will inform the subscriber about changes in the dialing rules.
It should be noted that those subscribers who used the international format for dialing Ukrainian subscribers in their electronic telephone directories (i.e. “+380”) do not need to change anything. The only exception is the recruitment of subscribers in the Kyiv region.
Thus, the introduction of national Kyiv region code "45" provides for changes in the codes of settlements from the format “044ХХ” to “45ХХ”, where “ХХ” is the code of the settlement.
The dialing order will also change global services, which are paid. Thus, the dialing format for the “8-900” service will change to "0-900" , for the service "8-900-30" - to "0-900-30". The same changes apply to the service number "8-800".

Let us remind you that the transition to a new telephone numbering system is caused by the need to harmonize it with European standards, since Ukraine is included in the list of countries that have a non-standard numbering system.
The plan for the transition to a promising numbering system for the public telephone network of Ukraine will be gradually implemented over four years - until 2012.
The first stage of telephone numbering changes lasted for two weeks, from February 3 to February 18, 2009. In particular, the abbreviated numbers of emergency, order and information services have been changed.
Emergency call numbers were changed by adding a “1” at the beginning of the number: the fire service today is called by number 101, the police - 102, ambulance - 103, emergency gas service - 104. By the same principle, in February 2009 the helpline number was changed for providing numbers: instead of 09 - 109.

- We discard the country code - +7, the mobile operator code - 911, we get the number we are interested in - 345 56 72 .
- By numerological convolution we reduce all the numbers of a given number to one: 3+4+5+5+6+7+2=32 . If we get a simple number, we don’t change anything - it will be the very value of the phone number. In the example given, the number is two-digit. Let's add up its components again: 3+2=5 .
- Our numerology code is 5. Let's look at the interpretation.
It should be noted that the numerology of a phone number can be calculated not only for numbers that you received from some cellular operator. Do the same actions with any phone number - be it home or business.
Nuances of calculation
It may happen that the result of the calculation is two-digit numbers, or 44. If in the above example we reduced a two-digit sum to a prime number, then with these numbers the situation is different: further manipulations with them cannot be carried out; they are not reduced to prime numbers .
