Kalmykia canceled the introduction of social norms for electricity. The corresponding Decree was signed by the head of the region Alexei Orlov. Thanks to the general attention to the problem of brucellosis, it was possible to solve the issue of stamping out sick animals on the territory of the republic. The opening of the slaughterhouse made it possible to significantly accelerate the elimination of detected sick animals, to exclude their overexposure, and, accordingly, the spread of the disease. As for African swine fever, according to Rospotrebnadzor data, a tense epizootic situation continues to persist in the Chernozemelsky and Lagansky regions. This year, the republican budget provides for the allocation of funds in the amount of 120 thousand rubles for emergency preventive work. One of the factors hindering the effective fight against this serious virus is the walking of pigs in personal subsidiary and peasant farms of citizens. As a result, free contact of domestic and wild animals is allowed, thereby creating a threat of transmission of the virus and its spread in the wild fauna, - said Valery Artaev.
In addition, a large-scale work was carried out in Kalmykia to prepare the transition to the issuance of veterinary accompanying documents in electronic form. Veterinary stations were equipped with computers and office equipment, connected to the Internet, service employees received details of access to the state information system"Mercury". Despite the timely implementation of all necessary veterinary and sanitary measures by the veterinary service of the Republic to stop and eliminate the focus of a particularly dangerous disease, due to the high pathogenicity and stability of the FMD virus in the external environment, at present, the threat of new outbreaks exists both on the territory of the Republic of Kazakhstan and in the administrative territories adjacent to it.
Since the Volgograd region geographically borders on the Republic of Kazakhstan, which is unfavorable for foot-and-mouth disease, protecting the territory of our region from a dangerous disease is one of the most important and priority tasks, including in the implementation of veterinary control and supervision at the State Border of the Russian Federation.

Foot and mouth disease is an acute, extremely contagious disease of domestic and wild artiodactyl animals, characterized by aphthous lesions of the oral mucosa, udder skin and limbs. Man is also susceptible to FMD, especially children.
The FMD causative agent is resistant to drying and freezing, but quickly dies when heated to 60 ° C, the action of ultraviolet rays and common disinfectants.
What are the main symptoms of FMD?
There are many of them, but the main ones are: fever, vesicular-ulcerative lesions of the mucous membranes of the oral and nasal cavities, as well as skin, udder and interhoof gaps of the extremities; in young animals - damage to the myocardium and skeletal muscles.
Which animals are more susceptible to this disease?
Practice shows that most often people get sick with foot and mouth disease: cattle, pigs, sheep, goats, deer, but horses, camels, dogs, cats, rodents can also get sick.
The source of the causative agent of the disease are sick animals that shed the virus into the environment already during the incubation period, and animals that have already undergone the disease (they are virus carriers for more than 400 days).
The main route of human infection is through the raw milk of sick animals and its products, less often through meat. In persons in direct contact with sick animals, direct transmission of the infection is possible (during milking, care, treatment, slaughter), airborne infection (during breathing, coughing of animals), as well as through objects contaminated with their secretions. Cases of intralaboratory infection are described. The infection is not transmitted from person to person. Children are more susceptible to FMD than adults. Immunity is type-specific and depends on the presence of neutralizing antibodies.
What are the factors that cause FMD?
First of all, they are non-disinfected food products and raw materials obtained from sick (foot-and-mouth disease) animals, as well as food, water, care items, clothes and shoes of people contaminated with secretions of sick people, vehicles on which the foot-and-mouth disease virus persists for a particularly long time.
Do not forget that the virus is excreted into the external environment with saliva, milk, feces, urine (saliva is especially saturated with the virus).
FMD prevention consists in observing personal precautions in the outbreak and sanitary and veterinary measures. In endemic areas, pasteurization and boiling of milk, the preparation of butter from processed cream, as well as careful observance of safety measures when caring for sick animals, are mandatory. An important role belongs to regular sanitary-educational work among the population.
In most cases, it is the person, his economic activity, as well as the implementation of trade and economic relations between various entities, often located at considerable distances from each other, that is the factor in the transfer of pathogens of dangerous diseases.
Therefore, specialists of the Department of State Veterinary Control and Supervision on the State Border of the Russian Federation and Transport of the Rosselkhoznadzor Administration for the Rostov and Volgograd Regions and the Republic of Kalmykia, in order to prevent the introduction and spread of FMD virus in the territory of the Russian Federation, take the following measures:
– regular briefings are held among the specialists of the department on the procedure for dealing with the threat of the introduction of the FMD virus when moving controlled goods by all modes of transport across the State Border of the Russian Federation in connection with the introduction of temporary restrictions on the import from the territory of the East Kazakhstan region of the Republic of Kazakhstan to the Russian Federation of all types of susceptible to foot and mouth disease of animals, beef, lamb, pork, milk and dairy products, including finished products that have not undergone heat treatment, non-food raw materials and products obtained from the slaughter of animals susceptible to foot and mouth disease, equipment for their maintenance, slaughter and processing, used, and also feed for susceptible animals;
- under special control is the movement of supervised cargoes from territories that are unfavorable for especially dangerous diseases (including foot-and-mouth disease virus) territories;
– when conducting a veterinary inspection at checkpoints across the state border, in the prescribed manner, all types of controlled cargo and goods imported by individuals from territories that are disadvantaged for especially dangerous diseases are seized from hand luggage and luggage;
– when exercising veterinary control during the transportation of controlled goods by all modes of transport, a permit for the import and release of goods is issued only after the provision of veterinary accompanying documents confirming the well-being of the area from which the cargo leaves, in veterinary terms, shipping documents and documents confirming the disinfection of the vehicle. Transport is also inspected for compliance with veterinary and sanitary requirements and information provided in the accompanying documents;
— at the air checkpoint at Volgograd Airport (Gumrak), control over the continuous operation of disinfection mats has been strengthened, with a supply of disinfectants and compliance with the rules for the collection, transportation and disposal of food waste and other separations from flights.
Unfortunately, we are forced to return to the topic, hushed up by the authorities of Kalmykia. We have to admit that the situation with the FMD epidemic in the republic has not only not improved in recent days, on the contrary, we can safely say that it has become a real national disaster.
As you know, the main source of income for the majority of residents of the Republic of Kazakhstan is livestock breeding in private farms. And therefore, everything related to the livestock industry is directly related to the issue of the physical survival of a considerable number of people.

According to eyewitnesses, such a huge amount of cattle is destroyed that there are no longer enough cartridges for execution, and “fighters against infection” throw the unfortunate animals alive into the fire. Kalmykia has turned today into a concentration camp for the extermination of all livestock located on its territory.
Now not just the once fat herds of cows and sheep go to the fiery grave, the very life of our people goes into the fire. And goes away forever. Most farms will never be able to restore the lost livestock. A real tragedy...
Meanwhile, a conspiracy of silence continues in power circles. There is no epidemic, period. On the Internet they write that the farmers seemed to be promised compensation. But the main questions remain open. How will compensation be paid if there is no epidemic? On what basis? Who is to blame for the outbreak of the epidemic? Who contributed to the fact that a monstrous tragedy occurred?
On May 27, 2016, the press service of the Ministry of Agriculture and Rosselkhoznadzor of the Russian Federation announced that Russia was recognized as a country free from foot-and-mouth disease at the general session of the World Organization for Animal Health. On May 26, the Russian delegation was presented with a certificate.
“The international community has recognized Russia as a FMD-free country. This will simplify the access of Russian agricultural products to the international market and open up broad prospects for the export of meat products around the world,” said Russian Minister of Agriculture Alexander Tkachev. At the time when the minister received the certificate, in Kalmykia, in Iki-Burul, at the fire pit, local residents said goodbye to their cattle infected with “non-existent” foot and mouth disease…
Once upon a time, Mr. Tkachev, as governor of the Krasnodar Territory, became infamous for the fact that in his supposedly developed and advanced region, in a place called Kushchevka, bandits led by a godfather named Tsapok ruled. Today, something similar is happening with Kalmykia, which acts as Kuschevka, and Orlov, who allowed a terrible epidemic, is now acting as a foot-and-mouth disease. In some magical way, Tkachev does not see the crimes of Orlov and his team, the mass destruction of cattle infected with foot and mouth disease ...
The answer to the question of who is to blame for the outbreak of the epidemic is also absolutely clear. The head of Kalmykia Alexei Orlov, as well as his drinking buddy, deputy of the People's Khural (parliament) of the Republic of Kazakhstan and a prominent local United Russia Valery Boldyrev, are to blame.
It was Boldyrev, according to informed sources, who, at the suggestion of Orlov, organized the buying up and uncontrolled importation of foot-and-mouth disease-infected cattle from the Republic of Kazakhstan by the veterinary service. Sick cattle were bought for pennies, and here they began to fatten the infected cattle and slaughter them for meat. That was the main cause of the epidemic.
Obviously, the authorities of the republic need to take courage (and not carry bribes to Moscow by plane through employees of the Ministry of Agriculture of the Republic of Kazakhstan
- with the direct assistance of the 1st Deputy Prime Minister Petr Lantsanov) and announce that there is an epidemic in the republic. Without recognition of this fact, there will be no compensation payments.
But most importantly, if the FMD epidemic is recognized, it is possible to seek the allocation of medicines for the republic. After all, it is absolutely not necessary to destroy infected livestock: fire pits filled with still living animals rushing about in the fire are not without alternatives at all.
Foot-and-mouth disease has been in Kalmykia more than once. If you pierce the cattle with medicines in a timely manner, then nothing bad most often happens to it. Previously, in pre-Orlov times, everyone did this, they treated the cattle, and did not arrange a fiery Armageddon for it. But all this is talk in favor of the poor: we all understand very well that Orlov will not do anything. As always.

HOW THE FMD IS HIDDEN IN A COUNTRY FREE FROM IT
Three months have passed since an unknown disease struck the cattle of Kalmykia, which is the basis of the well-being of the steppe people. Losses are usually counted and announced, if not immediately, but made public, and in this case there was no information either about the victims of the epidemic or about the measures taken, there were not even warnings to the population: how to behave so as not to get infected from a sick animal ...
However, in the first days of the epizootic, for the most part, the people were indignant at in social networks: they say that an unknown virus is foot and mouth disease, but they are silent about it only because “according to papers” it does not exist.
Recall that on May 27, 2016, the Ministry of Agriculture of the Russian Federation and quite a few media reported that the day before the World Organization for Animal Health (or the International Epizootic Bureau - OIE) recognized Russia as a country free from foot and mouth disease. That this will simplify the access of domestic products to the world market. The same good news was published on the websites of other departments, for example: “During 2015, Rosselkhoznadzor actively worked to obtain the Russian Federation official recognition from the International Epizootic Bureau (OIE) of the status of a country that has a zone free from foot-and-mouth disease without vaccination, in in order to obtain the possibility of exporting livestock products from this zone to foreign countries.
It was smooth on paper, but forgot about the ravines
Literally at the same time, publications began to appear, mainly on the Vkontakte social network, then on Facebook, about the outbreak of foot-and-mouth disease in the Iki-Burulsky, Oktyabrsky and Tselinny regions of Kalmykia: these were emotional posts-messages about the shooting of "sentenced" animals ( farmers cried and said goodbye to their cows, someone ended up in the hospital with a heart attack ...).
On May 30 and June 1, two online publications gave notes under the headings: “ FMD found in Kalmykia" and " Foot-and-mouth disease came to the Kalmyk village: residents massively slaughter livestock". News portal " Meat and dairy industry” (http://www.myasoinfo.ru/news/?ELEMENT_ID=43983), speaking of “a topic hushed up by the authorities of Kalmykia” and “a truly national disaster”, said on June 6: “According to eyewitnesses, such a huge amount of livestock is being destroyed that there are no longer enough cartridges for execution, and the unfortunate animals are still alive thrown into the fire by "fighters against the infection." Kalmykia has turned today into a concentration camp for the extermination of all livestock located on its territory. Further, the myasoinfo.ru portal, recalling what the former governor of the Krasnodar Territory, now the Minister of Agriculture of the Russian Federation Tkachev, was “notorious for,” writes: “At the time when the minister received a certificate, in Kalmykia in Iki-Burul, at the cattle infected with "non-existent" foot and mouth disease, local residents ... "
In those messages about the epizootic, which appeared on several news portals from late May to early June, it was necessary to point to the FMD-free status certificate awarded to Russia. Well, yes, he doesn’t exist, and a high diploma granted by an international organization confirms this fact, and if someone mumbles and cries there, this, it turns out, is his problem. Yes, it was smooth on paper ...
The second thing that was emphasized in the publications is the "silence of the lambs" - the concealment of the problem by the authorities. However, on May 21, one of the websites reported: “The officials explain that an epidemic of foot-and-mouth disease has begun in the republic. And therefore, they say, the export of meat and meat products is prohibited.” It turns out that the officials (do not they represent the authorities?) still “explain” that “the epidemic has begun”? Further in the article: “Everything seems to be correct, foot and mouth disease is a dangerous infection, jokes are bad with it, but some circumstances are alarming. For example, there is no (!) official information that a FMD quarantine has been declared in Kalmykia.”
And in fact: why didn’t the authorities, including the Ministry of Emergency Situations, veterinary services, Rospotrebnadzor (after all, there is a threat to human well-being, which the named service cares about), supervisory and other bodies did not announce quarantine?
Smallpox isn't on the list either.
After all, back in January of this year it became known that a case of foot-and-mouth disease was registered in Transcaucasia. And on February 2, for example, Sergey Kapustin, Chief State Veterinary Inspector of the Voronezh Region, said: “Our concern is due to the fact that on January 15 a case of foot-and-mouth disease was registered in the territory of the Republic of Armenia among cattle. Foot and mouth disease is a particularly dangerous disease. Almost all types of animals are sick, and even humans can become infected. The southern regions of Russia - a buffer zone - animals are vaccinated for prevention. We have 8 veterinary control points in the way of foot-and-mouth disease.”
And in April, even the Ipatovskaya (Stavropol, a region neighboring Kalmykia) animal disease control station announced: “Due to the sharp deterioration of the epizootic situation for infectious, including especially dangerous animal diseases in the Republic of Dagestan, the Chechen in order to prevent the introduction of the FMD virus, it is necessary: citizens, owners of susceptible animals (cattle, small cattle) to vaccinate and revaccinate the entire susceptible livestock of animals with FMD vaccine; conduct a daily inspection of your livestock ... "
And what did our veterinary services do? On May 2, the Department of Veterinary Medicine of the Republic of Kazakhstan sent an appeal to Vladimir Borovoy, Director of the Department of Veterinary Medicine of the Ministry of Agriculture of the Russian Federation, in which he asked "to agree on the vaccination of susceptible livestock of farm animals against foot-and-mouth disease in the Republic of Kalmykia." And in the same letter, the department recalls that “in accordance with the order of the Department of Veterinary Medicine of the Ministry of Agriculture of Russia dated 08/01/2014 ... FGBI “ARRIAH” recommended that the Republic of Kalmykia be excluded from the zone of preventive vaccination of animals against foot and mouth disease.”
Yes, the years 2014-2015 were favorable for this infection for the republic, in 2013 timely immunization of livestock and quarantine posts on the outskirts of the region made it possible to avoid losses. But this is no reason to relax. In fact, the head of the Kalmyk veterinary department, Valery Artaev, at a press conference in March, said that last year more than 1 million sheep and goats were vaccinated by the owners of the animals themselves (the republic, as the chief veterinary inspector of the Republic of Kazakhstan explained, "did not hit the plan" and did not receive the vaccine on time ), in this - the immunization of approximately the same number of small ruminants will be paid by the state. Then, in March, Valery Nikolayevich assured that today "sheep and goat pox has been eliminated throughout the Russian Federation." I would like to believe, otherwise it was on paper that there was no foot and mouth disease, but in reality?
And even after the pain of the farmers had not yet dulled, they were overtaken by a new misfortune - lumpy dermatitis (or tubercles), which our peasants call smallpox, all the more they treat it in the same way as smallpox. This was reported on the website of the Veterinary Administration on June 30, 2016: “There is no special vaccine against lumpy dermatitis. However, this disease is morphologically similar to sheep pox. Therefore, sheep pox vaccine is used for immunization, increasing the dose.” A lot of people are already laughing: there is no foot-and-mouth disease - this is viral diarrhea, there is no smallpox either, this is lumpy dermatitis. Maybe our country has received another certificate certifying that there is no smallpox in the country?
FMD test
Aducha Erdneev, deputy of the Tselinny RMO, says: “In June, we, members of the executive committee of the congress of the Oirat-Kalmyk people, tried to investigate the situation related to foot-and-mouth disease, which the authorities are trying to hide. How will you hide? Watch a video on YouTube where dead animals in the Iki-Burul region are dumped into one huge pile, a giant trench has been dug nearby for these dead carcasses with their legs sticking out. Someone on the video bitterly comments: "mass grave." This is terrible.
We, this is Batyr Boromangnaev, Arkady Goryaev and I, went to the Tselinny region following complaints. Near the village of Upper Yashkul, a quarantine barrier was put up. But all May they said that there was no infection, so why quarantine? The cordon was joint: police officers and two departments - Rosselkhoznadzor and veterinary medicine. We asked: how long and in connection with what is the quarantine here? It was found out that the preventive measures were allegedly announced from May and will end on June 17. It seems to be connected with a viral diarrhea that affected local livestock. The same thing happened in the Iki-Burul region.
We found out that the source of infection was cattle imported from Kazakhstan, hidden from the veterinary examination. We were even named the owner of sick bulls, whose livestock camp is located on the territory of the Chagorty SMO. We went to Chagorta to talk to people who were directly affected by this trouble. And this is really a tragedy for the peasant, considering that he survives only by keeping livestock. Chairman of the Chagorty CMO Zhanna Mandzhieva reported that on the territory of the municipality - the most difficult epizootic situation.
Zhanna Vladimirovna said that at first it was announced in the village that the epidemic in animals was caused by viral diarrhea. There was no vaccine against it (and this is mixoferon) in Kalmykia, and the peasants ordered it in Moscow. For example, farmer Sanzhi Shonkhorov purchased medicines at his own expense (more than 50,000 rubles) to save his livestock, but this did not help.
Zhanna Mandzhieva, according to Aduchi Erdneev, was a member of the commission, which included representatives of the district veterinary service, the prosecutor's office and the FSB, and went to draw up acts of alienation of livestock. People were actually forced to destroy cattle, without providing a decree or other regulatory act indicating the presence of a certain epidemic. Mandzhiyeva was surprised when she was offered to post an announcement about the epidemic in the village. On her request to show the document on the basis of which this must be done, she did not receive any papers and an answer. And only later, during the total treatment of livestock, the chairman of the CMO found on the bottles with the drug inscriptions that it was an anti-foot-and-mouth disease vaccine.
The alienation of livestock was carried out in seven livestock farms.
Aducha Erdneev continues: “We were told that people, forcing them to destroy livestock, were promised compensation: for an adult cow - 30 thousand rubles, for a heifer - 25 thousand, last year's heifer - 20,000, a calf - 10 thousand, a sheep - 4 thousand, a lamb - 3 thousand, for a pig - 15 thousand, a piglet - 3 thousand.
In this regard, after the trip, we still had questions: why did those who first discovered signs of the disease in animals and immediately contacted the veterinary service to prevent the spread of infection suffered the most? After all, they killed all the cattle, and those who were silent were bypassed, although all the cattle there are sick. Why Alexei Sanzhiev, Deputy Head of the Department of the FSB Directorate for the Tselinny District, was thrown into the fight against the epidemic.
Why not only 200 heads of cattle and about fifty sheep were slaughtered from one farmer, but also 16 pigs that were healthy? And yet, will our official bodies name the cause of the mass death of livestock in Kalmykia?
“Even earlier,” Aducha Erdneev says, “on my initiative, deputies were convened for a session dedicated to this topic. We wanted to hear from the regional veterinary service. The chief veterinarian of the district and the curator for the Tselinny district from the veterinary department of the Republic of Kazakhstan arrived at the meeting. I asked: what is it all the same - foot-and-mouth disease or diarrhea? We, the deputies, did not hear a clear answer: supposedly this is some kind of unknown disease. How could the vet fail to diagnose? And why was there no vaccination for two years? He explained that he had a May letter from the head of the veterinary department, Artaev, to the head agency with a request to coordinate vaccination in the republic. But federal funds have always been allocated for this, after all, this is the country's food security. But it is still not clear what happened,” Aducha Arankovic concluded sadly.
"Steppe Mosaic" tried to clarify some questions about the epizootic situation in Kalmykia and on July 20 sent a request to the veterinary department. But there is still no answer - in violation of the media law. I will not cite my dialogues with the employees of the department Erdni Alchinov and Gilyan Basanova, this is a separate story. I will cite only the questions that we sent to e-mail, and they also brought them on paper and registered with Gilyan Yuryevna:
1) Did the veterinary services miss the imported (really imported? Where?) infection, did the farmers themselves take care of vaccinating their animals, or is it a coincidence?
2) In 2014, Kalmykia was excluded from the zone of preventive vaccination of animals against foot-and-mouth disease, in May of this year the Department of Veterinary Medicine of the Republic of Kazakhstan sent a letter to the director of the Department of Veterinary Medicine of the Ministry of Agriculture of the Russian Federation V.N. 3) Back in 2013, in order to prevent the importation of infection into the territory of the republic, which is a buffer zone, quarantine posts were organized. Are they exhibited too late this year?
4) Why were the animals still vaccinated with FMD serum, and the outbreak was called an epidemic of viral diarrhea? What kind of disease has struck the agricultural population?
5) How many animals died in total? Have all affected agricultural producers been compensated, as promised?

These are simple questions, nevertheless, of public interest, the veterinary administration ignored. Officials do not respond (and are obliged to give an answer to any citizen, not only journalists) in violation of the law on the media (Articles 39.40), Article 8 of the Law “On Information, Information Technologies and Information Protection”, not to mention Article 29 of the Constitution RF. Official bodies in our country, it turns out, violators of the laws?
But the deputy head of the department of Rosselkhoznadzor for the Rostov, Astrakhan regions and the Republic of Kalmykia, Zhan Bakuginov, explained in a telephone conversation that their service is controlling. “Vaccination and other activities have been transferred to the Veterinary Department,” Zhan Viktorovich said. – We monitor the correctness of their execution. We check the veterinary services twice a year to detect violations. The first check takes place in February-March, the second - closer to October. When asked whether it was foot and mouth disease, there was no answer, but the interlocutor made a reservation: “ Do not think that I am leaving the answer, only after checking we can say something ...» In general, chickens, or rather, losses in the fall will be calculated?
Why are affected farmers silent?
In this dramatic situation, there is another fact that is not taken into account - unaccounted for livestock. He was in Soviet times, they were "saved" by the production plans descended "from above", which had to be carried out. Cows and sheep in excess of the designated figure often belonged to district and other chiefs, but what was a simple shepherd to do? For an unaccounted animal that does not exist on paper (like this year's foot and mouth disease), you can not pay taxes. But what to do, how to count when such tragedies happen? How much should be vaccinated each year and how much money is needed for this? Officially one number of livestock, but de facto - another, much more. Therefore, someone will have to pay extra from their own pocket. If in the farm in May-June of this year they destroyed all the cattle, then they did not ask which of the heaps was not counted. How to compensate? Yes, and the farmers are silent, because, apparently, they were advised not to talk about the epidemic, because they need to receive the promised compensation. So questions remain (see, among other things, above and question number 5, sent by the "Steppe Mosaic" to the Department of Veterinary Medicine of Kalmykia). Meanwhile, in this story, it would be time to dot the "i". Shall we wait for inspections by the Rosselkhoznadzor administration?

In one of the episodes of the film, Shurik and his friend, an ambulance driver, appear at the dacha where the main character is hidden, and give injections to Coward, Dunce and Experienced, referring to the fact that there is an epidemic in the area.
- FMD! Shurik's friend explained menacingly to the crooks acting as guards, and they meekly agreed to the injections. The humor is that although foot-and-mouth disease is an infectious animal disease, in certain cases it can also be transmitted to humans.
However, the story that is now taking place in Kalmykia is by no means as funny as the episode in Gaidai's film. According to local entrepreneurs, the export of meat and meat products from the region is now prohibited. Of course, this is a colossal blow to our countrymen, who are already without money. After all, meat is the main product that the steppe republic produces.
As a result, Kalmyk farmers, numerous producers of the same dumplings, who found markets for themselves outside the Republic of Kazakhstan, found themselves in an extremely difficult situation. Not only are they suffering serious financial losses, but now they are in danger of losing their trading niche. The competition in the meat market in the country is very high.
Officials explain that an epidemic of foot-and-mouth disease has begun in the republic. And therefore, they say, the export of meat and meat products is prohibited. Everything seems to be correct, foot-and-mouth disease is a dangerous infection, jokes are bad with it, but some circumstances are alarming. For example, there is no (!) official information that FMD quarantine has been declared in Kalmykia.
If in 2013, by order of the Government of the Republic of Kazakhstan, quarantine points against foot and mouth disease were organized, today no official decisions have been made. The ban on the export of meat is in effect, according to entrepreneurs, on the basis that supposedly officials have a certain document for internal use. Therefore, it is forbidden to export meat, but it is impossible to publicly report on the epidemic.
Of course, no one held this exciting paper in their hands. Allegedly, they published it after several dozen heads of cattle fell in the Tselinny region, and their remains were set on fire.
There are a lot of questions. If it is impossible to export meat products because of their danger, then why has no one bothered to warn the inhabitants of the republic about the danger? There are no signals from the authorities about this. There is a feeling of some kind of big scam, not at all as harmless as in the old Soviet comedy. But what could be the meaning of the scam?
And here we have two assumptions. First, as you know, the current head of Kalmykia, Alexei Orlov, who uses the labor of Russian slaves on his personal pastures, is the largest supplier of meat products to Moscow.
So, one of the main buyers of "Orlovsky" meat is the Moscow Zoo. However, the crisis also affected the business of Alexei Maratovich. The Chaban House project, in which Yakobashvili's money stolen from the budget (2.4 billion rubles paid into the Kalmyk treasury at the request of Kirsan Ilyumzhinov) was invested, is burning down in Belokamennaya, the stolen money is flowing away like in the sand, irrevocably. And under these conditions, Orlov could well have organized a blockade of meat producers in Kalmykia in order to seize other people's trade niches. Ruin everyone in order to profit yourself.
There is another assumption. Orlov's business, as people around him say, was on the verge of bankruptcy. And it will become inevitable if an epidemic of foot-and-mouth disease is declared in the republic, and quarantine is established in it.
Then, of course, goodbye contractual arrangements with the capital's structures. After all, tigers in the zoo must eat meat every day, and if Orlov cannot supply it, they will find food for predators from other sellers. And then it will be extremely difficult for the head of the Republic of Kazakhstan to return former buyers to their goods.
So, perhaps it is Orlov who is behind the situation with the undeclared epidemic - as always, benefiting from the losses and troubles of those who are obviously weaker and do not have administrative resources.
