A person who is little familiar with the rules of civil radio exchange (and generally knows little about the existence of any rules in this area) often does not think at what frequencies, he, as an ordinary citizen of the Russian Federation, can communicate.
These questions come later, when the unpacked walkie-talkie is in our hands and we are trying to figure it out. And it’s good if, trying to figure it out, we don’t tune our walkie-talkies to any waves that come across, starting to test them (here we are talking about walkie-talkies that have the technical ability to work at special frequencies, if you have a “soap box” that works only at PMR frequencies, you should not worry either about setting, nor about compliance with the law)! The article is dedicated to radio exchange beginners, the same as the author of the article himself, and talks about some of the basics!
On what frequencies can civilians communicate in Russia?
First of all, you need to understand that at the moment only 3 frequency ranges (PMR / MW / LPD) are allocated for civil communications in Russia, while each frequency range has its own nuances. Which, however, we will not describe in detail, confining ourselves to brief information.
PMR/ PM: 446.00000 MHz - 446.10000 MHz / 12.5 kHz step. The maximum allowable output power of transmitters is 0.5 W. PMR is used in many European countries to meet a wide variety of needs of the civilian population. In Russia, the PMR band has been officially allowed for free radio traffic since 2005. To communicate on the PMR band, a special license is NOT required. It is widespread to sell cheap walkie-talkies that operate exclusively on the PMR band. The PMR band has 8 channels in total:
Beginning of range: 446.00000 MHz
1 channel: 446.00625 MHz
Channel 2: 446.01875 MHz
3 channel: 446.03125 MHz
4 channel: 446.04375 MHz
Channel 5: 446.05625 MHz
6 channel: 446.06875 MHz
Channel 7: 446.08125 MHz
Channel 8: 446.09375 MHz (Used only for calling or transmitting a distress signal.)
End of range: 446.10000 MHz
A message in PMR can be transmitted over several kilometers, depending on the transmission conditions (city, forest, field, etc.). However, a rare case of signal transmission at 535.8 km (From Great Britain to the Netherlands) is known, but this became possible due to the rarest anomaly for this range of wave propagation over long distances. To ensure good communication over long distances, line-of-sight conditions are necessary, theoretically you may well be heard from a balloon or ISS station, but the more rugged the terrain, the less the range achieved.
LPD: 433.075 MHz - 434.775 MHz (25 kHz step) The maximum allowable output power of transmitters is 10 mW or less. A radio frequency range for low power devices that is allowed for free use in many countries with some restrictions.
LPD frequencies for 69 channel radio.

CB: C - B (output power of radio stations up to 10 W does not require registration in the Russian Federation) - is used for civilian radio communications. There are quite a few areas of application, for example, to establish communication between buildings, cars, surface transport.
It has an advantage over PMR and LPD bands when it comes to use in the forest and rough terrain, but PMR and LPD are more suitable for the city, this is due to the wavelength.
In addition to the frequencies themselves, the CB band also uses a grid consisting of an alphanumeric code. Here are some useful radio frequencies in the CB (CB) range: The frequency of 27.135 MHz C15EA can be called the main automotive frequency in Russia. This is a calling frequency on which not only truckers communicate, but also everyone who has a radio station in a car throughout Russia.
Frequency 27.225 MHz (22nd channel of grid C) is the channel of motorists of the 4X4 club.
Not a big conclusion on the given civil frequencies.
The conclusion, in general, is from the same newcomer who got information from the Internet. As I understand it (correct in the comments if I'm wrong), if your walkie-talkies are suitable in all parameters (outgoing signal strength, antenna design, etc.) so much that they do not need to be registered and you follow all the rules of radio traffic while trying to no one do not interfere, you can safely use these waves! If there are problems with the parameters of the radio, it should be registered. At the same time, again, as I understand it, they will sew it artificially, limiting the exceeded indicators. You can of course use the radio at your own risk. At the same time, we are strictly forbidden to use other frequencies for transmission! That is, you can’t even just clamp the tangent on them, because. this may interfere with the operation of various services! An exception may be a distress signal, that is, if your life is in danger and you are trying to contact at least someone to save you. This action will be within the law.
In conclusion, let's touch on the topic of radio amateurs a little. How to officially become a radio amateur, get class, license and register your call sign you will find on the Internet. We note that we, as ordinary citizens, are also prohibited from using the frequencies of official radio amateurs for communication. If you officially join the ranks of radio amateurs, go through all the necessary procedures, you will be able to use 144.000 MHz - 146.000 MHz - civilian radio communications for licensed radio amateurs, and not just like that, but according to the rules.
I hope that the information provided here was useful to you! And if you have something to say on this topic, write comments and share your experience!

Part of the frequencies is occupied by trunk communication operators.
1260-1300 MHz (amateur 23 cm band). 240-250 GHz (ham radio 12 cm band). This is a European grid. For the Russian grid, respectively, the last digit is "0".
For example, 27.155MHz - C16E, 27.150MHz - C16R.
Of the useful channels (in relation to Moscow) - ZcE, 9cE, 19cE, 21dE.
These are emergency channels, there are dispatchers who report and receive messages about traffic jams and accidents. Information about road accidents and other emergencies is best transmitted in channels ZsE ("Petrovka") or 9sE (Rescue Service).
The 9cE channel is allocated for the transmission of traffic accidents and other emergencies only. If you register with the Scream service (Petrovka, ZcE) or the Rescue Service (19cE, 21dE, registration is free, but required), then the dispatcher can be asked to call by phone and send something or use it all as a pager (you can call control room and ask to transfer information for the person you need (of course, if he has a CB station).
The Polet-27 (9dE) service works similarly, only free of charge. And in other cases, it’s just your own connection, leaving the city, communication between cars, etc. There are channels occupied by a kind of interest clubs (to some extent, this is Polet-27, since it is organized by Association-27) and certain districts of Moscow.
Allowed channels (40 channels each in grids C and D) are fairly clogged, and additional grids are empty (A, B, E, F - if you really want to, you can work in them, everyone pretends that they don’t notice this violation)

- 145.750, 145.150 Mitino repeater.
- 430-440 MHz - the same, part of the frequencies is sold to trunk operators.
Note. As a rule, the reception and transmission frequencies of amateur radio repeaters (repeaters) have a discrepancy relative to each other by 600 kHz. This parameter is also programmed by the manufacturer in the Kenwood TH-F7 transceiver.
Moreover, if the receive frequency of the repeater is 145.750, then its transmission frequency will be -600 kHz, that is, 145.150 MHz .. In inverse repeaters, everything is exactly the opposite.
The Kenwood TH-F7 transceiver also allows you to work with inverted repeaters; for this, the transceiver is reprogrammed from the keyboard so that the R indicator lights up on the display (see section 3.12).

Literature: Kashkarov A.P. Electronic devices for coziness and comfort.
High-quality provision of police with ammunition and means of communication is reflected in the efficiency of work. By technical specifications police radios have a list of criteria that are unique to professional radios.
Varieties of radio stations of the Ministry of Internal Affairs:
- stationary, installed in cars, at control rooms;
- mobile, portable.
The radios operate in a digital encrypted format on service frequencies. Equipment that is accepted for equipping law enforcement agencies, traffic police, traffic police, the Ministry of Internal Affairs, the Ministry of Emergency Situations is required to be licensed.
How to choose a police radio?
Police (police) walkie-talkies are characterized by increased strength. The body of the radio station is made of special plastic materials. The product withstands mechanical shocks, which ensures the safe operation of powerful electronics.
The stability of operation, which distinguishes police radios from many varieties of radio stations, guarantees the transmission of information in adverse or emergency conditions. Walkie-talkies receive and transmit signals, overcoming mechanical, electromagnetic interference, extraneous noise.
The specifics of radio stations for security forces:
- police digital walkie-talkies have a power of 5 to 8 watts;
- protection from external factors that can affect the performance of the device;
- work in high-frequency bands VNF, UNF with FM modulation.
The modern radio station of the Ministry of Internal Affairs has a number of additional functions. Among them is the ability to activate the transmitter by voice, which allows you to inform other subscribers while performing urgent business tasks. Also, the options for automatic noise filtering, channel monitoring, status control, and others will not interfere.
Before you buy police walkie-talkies, you must simultaneously select a headset and accessories.
Main characteristics requiring attention
Standard
Walkie-talkie standards imply the use of different frequency ranges, which determine the need for licensing the device in the relevant government agencies.
The ranges are divided into frequency channels, to different groups users communicated separately from each other while being nearby. The more channels a walkie-talkie can work with, the easier it will be to find an unoccupied one.
Power
The range of the radio directly depends on the power of the transmitter and on the area in which the user is located. This is also an important factor for sound quality.
Features of walkie-talkies for the police (Ministry of Internal Affairs, traffic police, traffic police)
The traffic police radios, like other radio stations of the security forces, are licensed.
Additional criteria include:
- signal transmission in a ten-kilometer zone;
- ease of use and management;
- protection from mechanical damage and the influence of an unfavorable temperature environment.
Police radios are equipped with reliable batteries. The duration of the charge retention is increased due to the economical consumption of energy during the operation of the radio station.
